permission denied errors galore!

All,

Getting lots of "permission denied" errors when trying to create folders on some of my shares in the pool. This is being done under the Administrator account of the server. Also occurs on client machines. Did a little of research and was directed to the "Windows Server Solutions Troubleshooter" tool. Almost immediately after hitting next with the "reset NTFS permissions on pool", I get an "access is denied" error. 

Also, I am able to copy and paste to these folders. Just not able to create.

Any help? What other information can I give to aid debugging?
